Summary
Premises are treated as accepted by default — they start in the IN state without needing any justification from other beliefs. This is the foundational assumption that lets the system bootstrap: direct observations and axioms are taken as true unless explicitly retracted, providing the ground layer from which all derived conclusions flow.
