STALE status in `beliefs.md` is mapped to OUT (retracted) in the network; there is no distinct STALE state in the TMS data model.

Summary

When a belief is marked as STALE in the markdown export, it is treated identically to a retracted belief in the underlying reasoning engine. The system does not distinguish between "outdated" and "explicitly withdrawn" — both result in the belief losing support and propagating that loss to anything that depended on it.
